Town officials have been cracking down over what they see as excessive dumping near these clothing bins.
Phillipsburg police announced a littering citation against a 43-year-old man for allegedly dumping items around clothing donation bins.
Gerald Struble, of the 200 block of Sitgreaves Street in town, faces a summons for littering after photographs obtained about 3:30 p.m. Thursday showed a vehicle and person or people dumping items around the bins on South Main Street in the area of Norton's Cork N' Bottle, police Capt. Robert Stettner said in a statement Saturday.
Phillipsburg police and public works have been working together to address excessive illegal dumping near such bins over the past few months.

Fines can reach $2,000, town officials previously said.
"The Town of Phillipsburg is intent on processing all violators that are caught," Stettner stated. "The public is encouraged to report any illegal activity."
