The passenger also had an outstanding warrant, police said.
The passenger in a traffic stop allegedly flicked ashes at a Hackettstown police officer from a lit cigarette.
Police stopped the vehicle at 1:24 a.m. Wednesday along Route 24. While one officer was speaking with the driver, another officer went to the front passenger-side to speak with Carlos Martinez, 20, of the Budd Lake section of Mount Olive Township.
Martinez flicked ashes from a lit cigarette out the window, and they landed on the officer, according to police.
Martinez had a $1,000 warrant out of Washington Township, Morris County. He was issued a citation for littering and was turned over to Washington Township, Morris County police.
